6 Things You Should Know About RAD Relocation

Right to Remain or Return – All public housing tenants living at the property before RAD conversion have the right to remain at the property. If tenants are required to temporarily relocate because of construction at the property, they have the right to return to the same property after construction is complete.

Right to Return – Housing authorities and owners cannot voluntarily or involuntarily relocate any tenants before the effective date of the RAD Conversion Commitment (RCC).

Opportunity to Object – If proposed plans would preclude a tenant from returning to the property, the tenant must be given an opportunity to object to such plans. If the tenant objects, the housing authority must alter the plans to accommodate the resident’s right to return.

Permanent, Voluntary Relocation – If a resident prefers to voluntarily and permanently relocate, the housing authority must secure informed, written consent from the tenant.

Prohibition on Rescreening – Current households cannot be denied the right to return or relocation housing based on any rescreening, income eligibility, or income targeting.

Written Relocation Plan – If there is going to be any permanent relocation (including transfer of assistance) or temporary relocation anticipated to last > 12 months, housing authorities must create a written relocation plan.

How to Prepare for Moving

Sort and purge

Go through every room of your house and de-clutter. Decide what is to be keep and what, if anything, you can do without? Donate or discard anything you do not want to move. Decide on whether you will pack your own belongings or if you would like to utilize the packing services offered by Brandon Moving & Storage.

Use it or lose it

Start using up things that you do not want to move like frozen, refrigerated and perishable foods.

Dispose of flammables, cleaners, paints, aerosols, etc. or plan to move these items yourself.

Begin packing

Start packing the things that you use most infrequently.

Separate valuables and important items

Add items such as jewelry, important files/records, cremated remains, to a special labeled box.

Pack a box/travel bag with all necessary essentials to get you through the next few days such as debit cards, checkbooks, medications/medical supplies etc. that you will personally transport to your new home.

Label

Clearly label each box with its contents and the room it is destined for. Pack and label “essentials” boxes of items you will need right away.

Moving Day

  • Be ready and available at your appointed moving time.
  • If possible, make arrangements for children and pets to not present during the move.
  • Review paperwork with your crew leader
  • Ask questions if you do not understand something.
  • Once the truck is loaded, double check that nothing was left behind.
  • Do not disappear during the move. Your participation is critical for a successful move.
  • Make sure everything has been delivered and placed appropriately prior to providing your final signature on the movers’ paperwork.

Post Move

If anything is not to your satisfaction, please immediately contact management with the Housing Authority of Springfield and Brandon Moving & Storage.

Transfer Services

Please call and schedule the transfer of services to your new unit such as Utilities, Cable/Internet and Phone for the date of your move. You will be reimbursed for transfer fees. Please retain the bill that shows transfer fee charges and provide that to Nicole Ferrucci. You can provide the bills in any of the following ways.   • Have any medications, jewelry, money, or other items put away in a secure location before movers arrive.
  • Before leaving the old unit walk through with the crew to verify everything has been moved.
  • Our liability for damage is 60 cents per pound. Point out items of concern.

Frequently Asked Questions About Construction & Relocation

Will you please explain more about the right to return?

No resident may be permanently involuntarily displaced. All residents must be offered the ability to remain in or, if temporary relocation is necessary, to return to the property: Residents who are not asked to relocate have a right to remain at the property. If you are temporarily relocated, you have a right to return to the property. A PHA may choose to offer residents alternative housing options, instead of returning to the property. It is fully your choice whether or not to accept an alternative housing option. You cannot be denied your right to remain in or return to a property based on any HUD re-screening criteria, income eligibility, or income targeting. The unit you return to must not leave you “underhoused,” meaning the unit must have at least the number of bedrooms you are allowed under the PHA’s rules. The new unit must also provide the same main features of your previous unit.

In some RAD conversions, the assistance is transferred to a new site. In these cases, residents have the right to reside in a unit at the new site.

How will relocations be handled if the tenant cannot return due to lack of accessible units or because their unit is being demolished?

HAS has determined that the HCV Program will be needed for a limited number of families during the relocation activities. HAS has a voucher program of adequate size to address these issues. Relocated families will have priority over current families on the waiting list- if the voucher is needed for relocation and these revisions have already been included in the Administrative Plan. In the case of Glenwood, Scattered, Circles, Dogwood Square, Cedarbrook, Villa Marie, and Bolivar Road, it is anticipated that vouchers will be offered for relocation and HUD is providing tenant protection vouchers.

It is anticipated that there will be some cases of required permanent relocations. When those conditions occur, HAS would use the requirements outlined in PIH 2016-17 as follows:

Based on the local housing resources available, HAS will identify the replacement housing options that will be available to meet the housing needs of residents to be permanently relocated. Replacement housing options for residents that meet the definition of a “displaced person” (49 CFR 24.2(a)(9)) under the URA include, but are not limited to:

  • Other Public Housing;
  • Section 8 Project-Based Voucher unit;
  • Section 8 Housing Choice Voucher unit;
  • Homeownership housing;
  • Private-market rental housing (affordable, non-subsidized)
When will tenants know the exact date we will be relocated?

The resident will be informed no later than 30 days prior to the move.

Will you please clarify whether or not tenants have to be recertified before returning?

Residents have to be recertified annually in the tax credit program and in the project based voucher program. This recertification is independent of the relocation activities and based on their annual recertification date.

Who pays for moving?

The project pays for all moving expenses.

Relocating residents are entitled to payment for their actual moving and related relocation expenses, so long as those expenses are reasonable.

The payment must include expenses for:

  • transportation to replacement dwelling;
  • packing, moving and unpacking furniture and family belongings;
  • storage for a period not to exceed 12 months;
  • disconnecting, dismantling, moving and re-assembly of household appliances;
  • utility hook-ups, including re-installation of telephone and cable service;
  • insurance against loss of personal property during the move, or the replacement value of any property lost, stolen or damaged during the move
  • credit checks; and
  • other reasonable moving expenses.
Who pays for storage?

Can a tenant be reimbursed for relocation and moving expenses?

Yes (See previous question)

If a tenant has to pay first and get reimbursed later, what do they need to do to get reimbursed—what documents will the tenant need to provide and what form(s) will they need to complete?

The Relocation specialist would prepare a check request with receipts provided by the resident. We advise that tenants avoid paying any upfront costs at any times and work with the relocation specialist on any anticipated reimbursements.

If a tenant is to be reimbursed, how quickly will they be repaid?

All invoices, including check requests, are usually processed within 30 days. That is the reason we advise the resident to work with the relocation specialize on any anticipated reimbursements so that payment can be made prior the move so the resident does not have to pay first.

Will our property be insured during moving and storage?

Insurance is included with the rental of the storage.

The contracted moving company also provides insurance coverage.

There are limits on insurance and residents are free to provide additional insurance.

Will we have access to our property in storage?

Residents will have access to their individual storage.

Will we be allowed to keep pets with us while in our temporary units?

If you have an approved pet that is on your lease, you will be allowed to have that pet in your temporary unit. Please note Service Animals are not identified as pets.

If we can have our pets in the temporary units, will we need to pay a pet deposit?

If you currently have a pet, that pet deposit will be transferred to the temporary unit and to the permanent unit. If you choose to add pet during your stay in the temporary unit, then you will be required to follow the lease requirements and pet policy. Please note that Service Animals are not identified as pets.

Who do tenants pay rent to while they are relocated?

The residents will continue payments to Keystone Family Homes at the property management office.

What are my relocation options when relocating under construction?

All eligible residents, who are relocated, will receive the appropriate services and benefits required. Relocation resources for the development include (1) priority for available units at the specific development undergoing the work (2) priority for vacant turnover units of at other HAS developments; and (3) priority for tax-credit and other units available after the redevelopment on the specific site, (4) priority for the Voucher –. On a limited basis, residents will be offered available housing choice vouchers during the relocation process (if applicable). (5) priority – additional relocation resources will be reviewed on a case-by-case basis.

Can you please clarify tenant rent obligations if they stay with friends or relatives while relocated?

Residents are still required to pay their portion of the rent to the property manager while they are temporarily relocated.

If a tenant stays with friends or relatives, will the friends or relatives be reimbursed?

Friends or relatives will not be reimbursed. The resident will be offered an incentive amount during the term of the temporary relocation. The resident can choose to pay the friend or relative that amount but that is the option of the resident.

Can you please clarify how the costs associated with switching utilities will be handled?

Residents will transfer their utility service to the temporary or permanent unit. The transfer fee will be directly paid to the utility company by the project. This is coordinated with the relocation specialist.

How will utilities be handled if the tenant stays with family or friends?

Resident will be advised to turn off utilities completely, rather than transfer to temporary units.
